Sam A. Scales, Partner, joined The Duberstein Group after serving in several senior roles in both the private sector and federal government. Most recently, Sam served as Senior Advisor to U.S. Trade Representative (USTR) Jamieson Greer. Sam led USTR’s transition and served as Ambassador Greer’s sherpa during his successful Senate confirmation process.

Prior to his time at USTR, Sam served as the Vice President and Chief of Staff to the Chair of the Board of Brown-Forman. In this role, Sam helped the Company successfully implement next generation shareholder strategies and manage issues related to Board succession and the appointment of key governance roles. Sam’s tenure with Brown-Forman also included leading the Company’s federal public affairs efforts and managing the Washington D.C. office.

Before joining Brown-Forman, Sam served as the Deputy Assistant U.S. Trade Representative for Public Engagement, where he oversaw USTR’s engagement with state, local, and business communities. Sam played an instrumental role in the passage of the United States-Mexico-Canada Agreement (USMCA) and implementation of the U.S.–China Phase I Agreement, the U.S.–Japan Trade Agreement, the U.S.–U.K. Free Trade Agreement, and various efforts related to the World Trade Organization (WTO). Sam also advised on a variety of foreign trade barriers that arose during the COVID pandemic.

Prior to the Executive Branch, Sam held positions at Ford Motor Company as well as Coalitions Director for the House Natural Resources Committee under Chairman Rob Bishop. Sam began his career in the lobbying practice at Dentons US LLP.

A Louisville, Kentucky native, Sam earned his B.A. in Political Science from The Ohio State University and was drafted into Major League Soccer (MLS) by Sporting Kansas City after an accomplished career with The Ohio State’s men’s soccer team.
